Remembering Embryo Stage, 22 years ago today.

Embryo Stage

That was the name of the operation that had us loaded for bear and headed out west.

The weather was much colder in Utah than it was in Savannah at the end of October. As I walked off the back of the C130, the JP4 in the air caused my eyes to water and my nose to burn, a common occurrence in this line of work, a sensation never forgotten and often missed.

Moving towards the hangar the wind blew the sleet sideways and it burned my exposed skin as if I had stuck it in an ant pile.  (Read more)

Why is war so compelling?

The Last Patrol is a 300 mile conversation about war. Sebastian Junger embarks on a journey along railway lines with fellow war journalist Guillermo Cervera, and military veterans Dave Roel, and Brendan O'Byrne. As they hike from Washington DC to Pennsylvania, the men talk about their experiences, why they go back, what they miss, and discuss the difficulties they encounter transitioning into civilian life. The film will play this weekend at the in Los Angeles at the Laemmle Town Center 5, and at the Quad Center in NYC.  The film is an HBO Documentary film, and will premiere on television on November 10.

Operation Urgent Fury 25 October 1983

Thirty-one years ago I was a student in the mountain phase of US Army Ranger School.  Waiting by an LZ for Blackhawks to come pick us up for more fun Ranger stuff, we asked the RI (Ranger Instructor) what was new in the world.

"Well", he said, "this morning Rangers jumped into Grenada.  How many of you are Second Lieutenants?" I and a few others raised our hand. "They're dying over there and they're gonna need more - so you better pay attention".

Pay attention I did, and remember I will.


A veteran of the operation, Stephen Trujillo gives an on the ground account.  He received a Silver Star for his heroism there.

Veterans Access, Choice, and Accountability Act of 2014 - Fry Scholarship

We need your help getting the word out to eligible spouses of fallen Servicemembers  This may be a bit longer than most notes, but we want to make sure you have as much information as we have.

The Veterans Access, Choice, and Accountability Act of 2014 (“Choice Act”) was recently signed into law.  Most of the Act pertains to Veterans health care but it also included two provisions affecting GI Bill® benefits.   This note pertains to the Fry Scholarship; my next note will talk about in-state tuition.

The Fry Scholarship was created to honor Marine Gunnery Sergeant John David Fry, 28, of Lorena, Texas.  Sergeant Fry had one week left in his tour in Iraq in 2006, when he volunteered to continue working for seven more hours disarming explosive devices, despite having already sustained an injury to his hand.  He made the ultimate sacrifice on March 8, 2006, in Anbar province, Iraq, when an improvised explosive device detonated.  He left behind a widow and three children.  I recently had the honor of meeting Malia Fry at a Tragedy Assistance Program for Survivor (TAPS) event.  We have created Memorandum of Understanding (MOU) Agreements with both TAPS and the Children of Fallen Patriots Foundation with the sole purpose to encourage cooperation and collaboration between VA and both of these important organizations, to promote the Fry Scholarships to eligible individuals.

Section 701 of the Choice Act expands the Fry Scholarship to include the surviving spouses of Servicemembers who died in the line of duty after September 10, 2001.  Prior to this law, only children of those who died in the line of duty were eligible for this benefit.  We have had the honor to have served 1,279 children under the Fry Scholarship in FY 2013 and we look forward to now honoring the surviving spouses.

The law states eligible spouses are entitled to receive:

  • 36 months of full benefits, equal to 100% level of the Post-9/11 GI Bill®, this includes tuition and fee payment, a monthly housing allowance, and a stipend for books and supplies.
  • Training must start on or after January 1, 2015.  Training prior to January 1, 2015, is not eligible to receive benefits under Section 701.  
  • A spouse has 15 years from the date of the Service Member’s death to utilize benefits.  If a spouse remarries, benefits end the date of the remarriage.
  • Some spouses currently eligible for, or already receiving, benefits under the Survivors’ and Dependents' Educational Assistance (DEA) program may now be eligible for the Fry Scholarship.  DEA is an educational program offering up to 45 months of education benefits to eligible dependents of Veterans who died while on active duty, as well as dependents of Veterans who died as a result of a service-connected condition or are permanently and totally disabled due to a service-related condition.  Surviving spouses of Servicemembers who died in the line of duty after September 10, 2001, will have to make a one-time irrevocable election to receive either the Fry Scholarship or DEA. 


We expect to begin accepting Fry Scholarship applications by mail from spouses starting Monday, November 3, 2014.

If you know of a surviving spouse please pass this on.  As well, please get this information out to your networks so we can ensure everyone who may be eligible is aware.  We are also sending individual letters to all surviving spouses.

1.Operational Preparation of the Environment (OPE) Support Technician
Operations

Responsibilities

We are currently seeking Special Operations Forces (SOF) Operational Preparation of the Environment (OPE) Support Technicians to serve as Air Force Special Tactics Unit OPE Operations Experts. These OPE Operations Experts will assist the Government in coordinating with other units, theater activities and agencies regarding capabilities, plans, policy, exercises, and strategy in support of OPE Troop activities. The OPE Operations Experts may be required to travel on a TDY basis to austere locations in support of training and real-world operations.

The OPE Operations Experts will:
- Serve as the special missions Subject Matter Expert (SME).
- Assist with facilitating and planning in support of Course of Action (COA) and Concept of Operation (CONOP) development and subsequent operations on a global scale, as directed by the government.
- Assist with planning organizing, and conducting analytical studies, developing national significant plans, policies, and exercises, and formulating strategy and future concepts for Unit OPE forces involved in theater operations.
- Provide coordination and consensus building support with other U.S. government agencies and foreign embassies.
- Routinely apply a thorough knowledge of diverse special mission forces, missions, and capabilities.
- Engage in continuing liaison with representatives of other Commands, agencies, and countries.
- Support decisions and actions taken, which are made more difficult by changing international or interagency roles, complex relationships, controversial issues, and national priority missions.
Experience and Education:

Required - Applicants must:
- Possess at least 5 years of PE Operations experience as either a staff officer or operator.
- Possess extensive special operations experience, including in-depth, first-hand experience of no less than 5 years working with special operations unit activities.
- Have the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information) with eligibility for Special Access Programs (SAP).
- Possess expert knowledge of mission, organization, and interrelationships of DOD, joint staff, and interagency working groups.
- Possess detailed knowledge of national policies and doctrine concerning special mission unit operations in order to develop and coordinate operational plans and policies for the Command.
- Possess first-hand knowledge and expertise with JCS exercises, special mission unit exercises, and emergency deployment readiness exercises to develop scenarios and concepts that integrate strategic, operational, and tactical levels of experience.
- Possess knowledge of implementing and employing Air Force and joint deception plans while conducting training and real world operations.
- Possess the ability to communicate effectively both orally and in writing.
- Possess the ability to pass command psychological screening, CI polygraph, and urinalysis testing.
- Possess the ability to work flexible hours when required by ongoing operations.
- Possess the ability to physically participate in training and operational support.
- Possess the ability to perform duties under austere conditions during exercise and real-world deployments.

Desired:
- SME level knowledge in sensitive Special Tactics support and employment mission requirements, including (but not limited to) assault zone survey, weather collection, and time sensitive targeting in support of command objectives within the OPE and AFO environments.
- Direct experience conducting real world OPE/AFO within a special mission unit.
- Possess the ability to independently conduct research compile, interpret, and analyze a variety of practical and technical data from a wide range of sources, draw conclusions, and devise practical recommendations for action.
2.Planning & Exercise Specialist (Tradecraft Expert)
Operations

Responsibilities

We are currently seeking a Special Operations Forces (SOF) Planning and Exercise (PLEX) Specialist to provide an Air Force Special Tactics Unit with Subject Matter Expertise in Advanced Force Operations (AFO) and Operational Preparation of the Environment (OPE) training requirements to include the use of Tradecraft and HUMINT tactics, techniques, and procedures (TTP). The Tradecraft Expert will possess IN DEPTH knowledge of current OPE/AFO TTP and operational tradecraft. The Tradecraft Expert may be required to travel on a TDY basis to austere locations in support of training and real-world operations.

The Planning & Exercise Specialist (Tradecraft Expert) will:

- Assist in the planning, development and oversight of training/exercise programs which further refine and develop TTPs for operational employment.

- Participate/assist in liaison and planning with governmental agencies and joint commands to advance the development of AFO/OPE training programs and exercises to delineate technical requirements, and to enhance interoperability.

- Serve as a SME to higher headquarters.

- Be knowledgeable of a wide range of technologies/techniques applicable to his assigned tasks.

- Perform duties in various levels of compartmented security, each with separate policies and procedures.

- Support decisions made and actions taken, which are made more difficult by changing international or interagency roles, complex relationships, controversial issues, and national priority missions.

- Participate in liaison and planning with governmental agencies and joint commands to advance the development of AFO/OPE training programs and exercises to delineate technical requirements, and to enhance interoperability.
Experience and Education:

Required - Applicants must:

- Possess at least 5 years of Special Operations experience, including first-hand experience involving special mission unit activities.

- Possess expert knowledge of OPE, and AFO training and training management to include exercise planning and execution while working as an OPE/AFO operator or staff officer.

- Be a graduate of the Field Training Course (FTC) or Military Operations Training Course (MOTC).

- Possess detailed knowledge of national policies and doctrine concerning special mission unit operations as they relate to the planning, management, and execution of training and joint level exercises.

- Have the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information) with eligibility for Special Access Programs (SAP).

- Possess the ability to communicate effectively both orally and in writing.

- Possess the ability to pass command psychological screening, CI polygraph, and urinalysis testing.

4.Signature Reduction Support Technician

We are currently seeking Special Operations Forces (SOF) Signature Reduction Technicians to serve in an Air Force Special Tactics Unit. These technicians will provide support for developing, managing, and employing signature reduction plans and mechanisms. The Signature Reduction Technicians may be required to travel on a TDY basis to austere locations in support of training and real-world operations.

The Signature Reduction Technicians will:

- Serve as advisors for the implementation of signature reduction plans into sensitive mission planning.

- Keep abreast of current international affairs, with special emphasis on world trouble spots, intelligence and counterintelligence, and operational matters in order to advise team leaders in the use of unique signature reduction plans in support of sensitive missions.

- Plan, organize, and conduct analytical studies develop nationally significant plans, policies, and exercises and formulate strategy and future concepts for Unit forces involved in theater operations.

- Support coordination and consensus building with other U.S. government agencies and foreign embassies.

- Routinely apply a thorough knowledge of diverse special mission forces, missions, and capabilities.

- Support continuing liaison with representatives of other Commands, agencies, and countries.

- Support decisions and actions taken, which are made more difficult by changing international or interagency roles, complex relationships, controversial issues, and national priority missions.
Experience and Education:

Required - Applicants must:

- Possess at least 5 years of knowledge regarding signature reduction policy, directives, and procedures.

- Be a JOSTC A & B graduate.

- Have the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information) with eligibility for Special Access Programs (SAP).

- Possess expert knowledge of mission, organization, and interrelationships of DOD, joint staff, and interagency working groups.

- Possess detailed knowledge of national policies and doctrine concerning special operations and unit operations in order to develop and coordinate operational plans and policies for the Command.

Operations


Responsibilities

We are currently seeking a Special Operations Forces (SOF) Science, Technology, and Requirements Expert to serve in an Air Force Special Tactics Unit as the representative for Group requirements process including the Science and Technology program. The Science, Technology, and Requirements Expert may be required to travel on a TDY basis in support of training and real-world operations.

The Science, Technology, and Requirements Expert will:
- Routinely conduct requirements research and analysis, assist the Government with identifying new requirements, document and draft operational needs and capability-based requirements including: Initial Capabilities Documents (ICD), Capabilities Description Documents (CDD), and Capability Production Documents (CPD).
- Assist in the Unit requirements process, and serve as the individual responsible for reception, staffing, and refinement of Unit Operational Needs Worksheets (ONWs).
- Assist in the creation and maintaining of, and updates to the Consolidated Operational Need List (CONL).
- Assist in the coordination for and assist in the execution of CONL review and prioritization at all levels of the Unit.
- At the direction of the government, conduct all collecting documenting, formatting, and responding to S&T gap and requirements calls and requests.
- Assist with the direction and management of all aspects of the Unit Science and Technology (S&T) program.
- Establish, maintain, and cultivate partnerships and relationships with National, Defense, Service, Interagency, and other specified laboratories.
- Conduct analysis, and identify and document new S&T gaps and requirements.
- Serve as the Unit S&T SME at all Group, HQ, and other S&T working groups as directed by the government.
- Assist with detailed analysis and planning, organizing, and independently conducting analytical studies developing and defending courses of action participating and briefing General Officer and Group Commander Meetings, and working groups.
- Assist in the development of complex plans, policies, and test and evaluation efforts.
- Formulate complex strategies and future concepts for Unit research, development, test, and development efforts.
- Support coordination and consensus building with other U.S. Government agencies.
- Routinely apply a thorough knowledge of diverse special mission forces, missions, and capabilities.
Experience and Education:

Required - Applicants must:
- Possess expert knowledge of the DOD, USSOCOM, and Joint SOF requirements processes, including Joint Capabilities Identification System (JCIDS) and the documentation, ICDs, CDD, CPD, and Joint Urgent Operational Needs (JUONS) documents.
- Have the ability to obtain and hold a TOP SECRET clearance with SCI eligibility. (Resume must show that proposed employee currently holds a TS clearance with previous access to SCI level of information) with eligibility for Special Access Programs (SAP).
- Possess expert knowledge developing, drafting, and coordinating requirements documents.
- Possess expert knowledge of DOD, USSOCOM, and Joint SOF science and technology processes, organization, mission, and relationships.
- Possess knowledge of DOD, USSOCOM, Joint SOF, and Interagency technology working groups.
- Possess detailed knowledge of national policies and doctrine concerning special mission unit operations in order to develop and coordinate requirements, science and technology plans, and strategy for the Command.

6.Special Operations Intelligence Specialist
Intelligence

Responsibilities

We are currently seeking Special Operations Forces (SOF) Intelligence Specialists to support Air Force Special Tactics Unit Operational Preparation of the Environment (OPE) and Advanced Force Operations (AFO) Intelligence requirements. These Intelligence Specialists will have a knowledge of world affairs and focus on world hotspots. They will assist the Government in developing and compiling OPB survey lists, imagery support, radar capabilities, and clandestine objectives. The Intelligence Specialists may be required to travel on a TDY basis to austere locations in support of training and real-world operations.

The Intelligence Specialists will:

- Be knowledgeable of a wide range of technologies/techniques applicable to assigned tasks.

- Perform duties in various levels of compartmented security, each with separate policies and procedures.

- Assist with planning organizing, and conducting analytical studies.

- Support decisions and actions taken, which are made more difficult by changing international or interagency roles, complex relationships, controversial issues, and national priority missions.
Experience and Education:

Required - Applicants must:

- Possess comprehensive knowledge of a wide range of concepts, principles, and practices to include the intelligence community missions, functions, and capabilities as demonstrated through a minimum of 5 years of experience as an Intel analyst.

- Possess knowledge of all intelligence disciplines (HUMINT, SIGINT, IMINT, MASINT) and special operations intelligence activities and programs.

7.Special Tactics Commodity Acquisition System Manager
Logistics

We are currently seeking Special Tactics Commodity Acquisition System Managers to serve in an Air Force Special Tactics Unit as acquisition SMEs responsible for assisting in researching, analyzing, identifying, developing, coordinating, and documenting capability-based operational requirements.

The Special Tactics Commodity Acquisition System Manager will:

- Assist in ensuring cost, schedule, and performance are within scope and tolerance of the specified project.

- Maintain awareness of numbers, location, and cost of commodity area equipment and systems.

- Continually conduct market analysis and look for cutting edge COTS, GOTS, and developmental efforts applicable to the assigned commodity area.

- Participate in the research. planning, development, and testing of equipment in preparation for acquisition and operational fielding.

- Assist in developing, identifying, defining, and resolving a wide variety of complex technical and management issues related to major aspects of war, mobilization, and contingency plans, as well as core comprehension of Acquisition, Systems Engineering, and Development and Operational Test and evaluation efforts.

We are currently seeking Special Operations Forces (SOF) Training and Special Project (TSP) Experts to provide an Air Force Special Tactics Unit with Subject Matter Expertise in Course of Action (COA) and Concept of Operations (CONOP) development and subsequent training and operations on a global scale. This position requires in depth knowledge of tactics, techniques, and procedures (TTPs) associated with Advanced Force Operations (AFO) and Operational Preparation of the Environment (OPE). The TSP Experts may be required to travel on a TDY basis to austere locations in support of training and real-world operations.

The Training and Special Project Experts will:

- Assist in the planning, development and oversight of training/exercise programs which further refine and develop TTPs for operational employment.

- Work with interagency working groups, National agencies, DOD agencies, U.S. Intelligence agencies, and other Commands.

- Work as a team builder to foster consistent interpretation among operations personnel, associated agencies, and directorates, of pertinent plans, policy, and exercises.

- Serve as a SME to higher headquarters.

- Be knowledgeable of a wide range of technologies/techniques applicable to the assigned tasks.

- Perform duties in various levels of compartmented security, each with separate policies and procedures.

BOOGIE, BOOGIE, BOOGIE AND SCATTER WHEN YOU DO IT

Don't be puzzled by "it" when you should have already gotten away from "it". GO... GO ... GO ... get gone and leave nothing but a vapor trail.
The most sensible strategy for survival of a person untrained and unequipped for a lethal engagement is to avoid the kill zone and create distance from the threat or danger. Agreed?
Terrorizing gunmen, rampages of the mentally ill, bombs, gas attacks, perverts, terror attacks and anything dangerous with flesh and opposable thumbs; the strategy always applies to the untrained and unequipped.
Run away and live to fight another day. If you agree then why do we keep our kids in the kill zone; the school itself during an attack. Why not leave? Quickly.
Kids can run; let them. The average third grader has better stamina than most adults and high school students possess the cognitive ability to make good decisions when they are trained well.
Teach them to run and where to run to. Have a plan. Have a plan. Have a plan and practice it. Last time; have a plan and practice it. Having a plan keeps people from freezing up. Don't get stuck. People don't rise to the occasion; they default to their training. No training to avoid death means; you are more likely to die in a lethal situation. Simply true.
If the school district plan is to contain your kids (in the kill zone); tell your kids to follow your plan and not theirs. What's worse; detention or death? Make sure they know they have your permission ahead of time and don't text you until they are safe. Text nobody, call nobody; eyes up and move. Their energy should be focused on the real world and not the digital one. Charge them with the authority to make decisions to save their own lives.
As a parent, would you rather get a text from your child that reads,"There was a shooting at school but I ran home. We r outta Cheetos can u bring some home... thx." or would you rather get a text, "ima scarrd and dont kno wat to do. Ppl r shooting and Im n bathroom hiding"?
Make a practical decision and make the one you can live with. Don't believe me if you choose not to but I know what I tell the people I love. I can live with it.
A scatter and create distance strategy works for anyone during all threat situations when you are in a defenseless situation. At a mall, at a school, on the street and so on. Do what works and have a plan ahead of time. Teach your family. As Ranger Hall-of-Fame inductee Gary O'Neal says... There are only three options; ever. You can fight, run or hide; that's it.
Pick the one that increases your survivability and cultivate your "Will to Survive". Clearing the area also removes the likelihood of hostages so Law Enforcement have a more advantageous situation. Dangerous situations; suck. Bad guys with hostages; sucks more. Do what sucks; don't do what "sucks more". Let the trained first responders do their jobs; don't make more work and confusion for them. Deconflict the situation as much as possible. Teamwork.
Know the difference between "cover" and "concealment". Practice picking a good route based on cover and concealment but above all haul-ass away from danger.
In close-distance to a threat, accuracy becomes easy for your adversary; the further you are from the threat the safer you are because you are a harder "target" to hit. Basic reality. Distance is your friend so use the instincts God gave you and trust them. F**k all the political correct answers and opinions; live.
Respond to the threat by running in the opposite direction of danger. Run all the way home. Your home is a defendable rally point for your family; make two more. Scatter, boogie, rally and get to a position of strength that is defendable. Until then, keep running. Avoid death by evading what is trying to kill you. Simple.
A large group of people running their asses off away from a threat is a better plan than allowing yourself to be contained in an area close to the danger.
Don't be channeled to an open field with no cover. Don't be pinned in a room with no escape or defendability greater than the threat. Respond quickly and sensibly get ahead of the panic-of-people that don't have a plan so you don't get trampled on. Run your ass off if you can't eliminate the threat because its your best option to survive. By no means is this a catch-all plan; but it's a start. Improve it based on the principles it contains.
Rule number one is always: Survive the experience.
